Open a New Tax Assistance Site

The Minnesota Department of Revenue is looking for organizations across the state to help provide free, accessible tax assistance to underserved communities through the Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs.  

VITA and TCE offer free tax assistance to people:

  • With low income
  • With disabilities
  • Who speak limited English
  • Who are age 60 or older
     

By opening a free tax site, you’ll help strengthen the economic well-being of your community and open the door to quality tax assistance for people who truly need it. Your organization can spark a real, lasting impact.

Together, we can make these important services available to people who need them the most.

Training, Support, and Costs

You do not need prior experience with tax preparation to open a free tax site.

Revenue and the IRS will train and support you. This ensures you and your volunteers are prepared to provide accurate and reliable tax assistance with access to forms, materials, and tax software.

We’ll provide you with guidance to open a site as well as support for day-to-day operations, such as:

  • Support checklists for tax site registration, setup, and initial training
  • Help with technical questions related to Minnesota taxes, specific tax regulations, and filing procedures
  • Support with volunteer management, such as recruitment and training
     

Costs

There are costs to open a VITA or TCE site. Potential costs may include site rental, computers and related equipment, office supplies, and other site-specific items. We offer grants that may help you pay for these costs.

Site Operation and Volunteers 

You are free to choose the location and hours of operation that work best for your organization, community, and volunteers.   

You will need to recruit volunteers to help run your site. You can post volunteer opportunities on social media, visit community centers, post flyers at businesses, or place ads on community activity catalogs. For a detailed list of recruiting sources, visit Recruiting Volunteers.
