e-Services User Guide for CRPs

Use an e-Services account associated with your rental property to create CRPs. If you do not have an e-Services account, you must create a username before getting started. See the sections below for details.

Business and Property Management Companies

If the rental property is associated with a business that has a business e-Services account, use that account.

If your business does not have an e-Services account, call us to discuss creating an account at 651-556-3017 or 1-833-263-8663. 

Multiple Users

If your business has a business e-Services account, multiple users can access the account. The e-Services user at your business who manages account access can add more users and assign what each user has access to. For more information on account access, visit e-Services Access Types.

Tax Professionals

If you are creating CRPs for a client and your business has a business e-Services account, use that account.

Third-Party Access

Third-party access is not available for CRPs at this time. When you log in to e-Services, select your business on the Select a Customer tab to create CRPs for a client. If you select a client, you will not be able to create CRPs.

Individuals

Create and use an individual account if you are either:

• An individual rental property owner
• An individual managing agent helping a property owner for free

To sign up, go to the e-Services login page and select Create a username below the username fields.

Required Information

To create an individual username, you must provide:

• Your Social Security Number (SSN) or Individual Taxpayer Identification Number (ITIN)
• Refund or Amount Due from your Minnesota Individual Income Tax return or a Property Tax Refund return filed within the last 3 years

Out-of-State Individuals

If you are an out-of-state individual rental property owner, create and use an individual account. If you have not filed an income or property tax return in Minnesota within the last three years, you must call us to create an account at 651-556-3017. 

Manually entering CRPs is ideal for those with only one or a few properties or CRPs to enter.

Each manual submission applies to only one property, which can include multiple units. To submit CRPs manually for multiple properties, you must create new submissions for each one.

1. Log in to e-Services
2. Select the I Want To… tab.
3. Select Submit CRPs in the Certificate of Rent Paid section.
4. Choose the appropriate year in the drop-down. Select Next.
5. Choose Enter Manually. Select Next.
6. Enter the required information in the Rental Address and Property Information sections. Select Next.
7. Enter the required information in the Property Owner Information section. If there is a managing agent for the property, enter their full name and phone number in the Managing Agent Information section. Select Next.
8. On the Renter Information step, select Add a Renter.
9. Enter the Renter/Unit Information, Rent Details, and Total Rent information. Select Add.

10. Repeat steps 8 and 9 to add all renters for this property. Select Next.
    • If you need to change the details for a renter you just entered, select the pencil icon to edit each row.
11. Review the summary, if everything is correct, select Next.
12. Review and check the acknowledgement box. Enter your name in the CRP Signature panel, then select Next.
13. Select Submit.
14. On the confirmation page, select Print CRPs to open a PDF of all the CRPs from this submission. You can save to your device or print.

You can print either individual CRPs or a batch of them from a submission.

Log in to e-Services and select the I Want To... tab.

To access and print individual CRPs:

1. Select Search for CRPs on the Certificate of Rent Paid card.
2. Enter information in any of the fields for the CRP you are searching for. Select Search.
3. Select the link for the CRP in the ECN column.
   • CRPs open in a new window. You may need to allow pop-ups in your browser to open the file.

To access and print a batch of CRPs:

1. Select Search for a request on the History card.
2. Select the Completed tab to find your completed CRPs.
3. Select the link for your CRPs in the Title column.
4. Select Print under I Want To…
   • CRPs open in a new window. You may need to allow pop-ups in your browser to open the file.
      

CRPs can only be changed after the CRP request has been processed, which happens overnight each business day. Changing a CRP will update the Electronic Certificate Number (ECN). The old ECN and CRP will no longer be valid and cannot be accessed. You cannot delete CRPs.

To change a CRP:

1. Log in to your e-Services account.
2. Select I Want To....
3. Find the Certificate of Rent Paid card.
4. Select Search for CRPs.
5. Enter search terms and select Search.
6. Select Change next to the CRP you wish to change.
7. Make your changes to the CRP.
8. Select Next.
9. Acknowledge, sign, and submit your changes.
10. Select Print CRPs to view updated CRP and ECN.  After changing a CRP, make sure to give the correct CRP to the renter.
