Third-Party Bulk Filers

You must:

• Register with the Minnesota Department of Revenue as a third-party bulk filer
• File and pay electronically on behalf of your clients
• Update your client list at least monthly

Use your own login information to log in to our e-Services system and add clients to your client list. You can use e-Services to:

• View and update your client list
• File withholding tax returns for clients using the appropriate file format (see Withholding Tax File Formats)
• Make payments for clients either one at a time or by uploading a payment file (see Payment File Formats)

Note: You cannot see clients’ account balances or other detailed account information unless you request and are granted third-party access.
