Tribal Nation Aid

Tribal Nation Aid is a general-purpose state aid program for the 11 federally recognized tribal nations located in Minnesota. It was enacted by the 2023 Legislature and will first be calculated and paid in 2024.

Tribal Nation Aid will provide $35 million each year to eligible tribal nations. Aid amounts will be distributed, beginning in 2024, to those tribal nations that choose to receive it. An eligible tribal nation is any of the 11 federally recognized tribes located in Minnesota that elects to participate and receive a distribution.
By January 15, 2024, each tribal nation must elect whether or not to participate in Tribal Nation Aid. This election can be made by emailing PropTax.Admin@state.mn.us.
A tribal nation that has not received a distribution in a prior year may elect to begin participation by making the election by January 15 of the first year it wants to receive a distribution.
An eligible tribal nation that has elected to participate must certify the most recent estimate of the total number of enrolled members of the eligible tribal nation by March 1 each year, beginning March 1, 2024.
Revenue will certify aid amounts by August 1 each year. The amounts will be paid by December 27 of the same year they were certified.
An eligible tribal nation's annual aid amount will be determined according to the following formula.
((0.5 x $35 million)/number of eligible tribal nations) + (distribution share x (0.5 x $35 million))
The distribution share is the number of enrolled members in an eligible tribal nation divided by the total number of enrolled members for all eligible tribal nations.
