PRISM - Property Record Information System of Minnesota

Every Minnesota county provides the Department of Revenue with parcel level data each year. The process of submitting and reviewing that data is called PRISM. 

The department uses the data submitted by counties for various property tax reports and local aid calculations. PRISM data is also used to create sales ratios for assessors and determine state general tax rates each year. 

There are four submissions of data including property record information from the previous and current assessment year.

Submission 1 – Due April 1, submitted by Assessors staff. Preliminary Assessment: Provides market values by property type for each taxable property type in the state.

Submission 2 – Due September 1, submitted by Assessors staff. Adjusted Assessment/Exempt/PILT: Provides final EMV and classifications for each property type after any value changes ordered by local or state appeal boards.

Submission 3 – Due April 1, submitted by Auditors staff. Final Assessment & Taxation: Provides data on the extension of real estate and personal property taxes.

Submission 4 – Due September 1, submitted by Auditors staff. Manufactured Homes: Provides data on the extension of property taxes on manufactured homes.

WIth this data, the department creates Summary Reports, which provide property tax data by county. The summaries contain the data from the counties most recent submission. Depending on the report, possible summarization levels include: county, city, school district, unique taxing area or tax increment financing district. Go to PRISM Summary Reports
