Jessica Delcid 
Jessica Delcid is the Grant Coordinator for the Minnesota Department of Revenue. Jessica has a Bachelor of Science degree in Business Administration and an Associate Degree in Applied Science in Accounting and Business Management. She has 15 years of experience in individual income taxes and property taxes and nine years of experience educating Minnesota taxpayers through classes, presentations, and community events. 

Mark Krause 
Mark Krause is the Tax Professional Outreach Coordinator for the Income Tax and Withholding division at the Minnesota Department of Revenue. He serves as the liaison to the tax professional community by providing education and support to tax preparers. Mark also partners with other state and federal agencies to conduct employment tax seminars and pre-retirement seminars throughout the state. He started at the department in 2016 as a Revenue Tax Specialist in the Special Taxes division. He is a graduate of Minnesota State University, Mankato and received a Certificate of Project Management from the University of Minnesota in 2024. He has over 25 years of experience in individual income tax preparation. 

Patrick Smith 
Patrick Smith is the Withholding Tax Outreach Coordinator for the Income Tax and Withholding Division at the Minnesota Department of Revenue. He educates businesses and payroll professionals about Minnesota Withholding Tax and supports withholding tax customers. He has a bachelor’s degree in liberal arts from the University of Minnesota. He has four years of experience in withholding tax and has been a professional educator and trainer for 14 years. 

Meiko Yang 
Meiko Yang serves as the Asian Outreach Coordinator for the Department of Revenue, bringing over five years of expertise in individual income tax, property taxes, and taxpayer education. She holds a bachelor’s degree in psychology and is committed to empowering Minnesota taxpayers through classes, presentations, and community outreach initiatives. Meiko is fluent in both Hmong and English and plays a vital role in facilitating Hmong translations for the Department of Revenue. Her contributions include translating content for the department’s public website, informational handouts, and social media communications which ensure accessibility for the Hmong-speaking community.
