Week-long 2025 Minnesota e-Bike Rebate lottery application period opens July 30, 2025

ST. PAUL, Minn. – The 2025 Minnesota e-Bike Rebate Certificate lottery application period will last eight days and individuals can apply at any time during the open period. The online application will open at 11 a.m. Central Time on Wednesday, July 30, 2025, and close at 2 p.m. Central Time on Thursday, August 7, 2025. Late or duplicate applications will not be accepted. Eligible applicants will be entered into a lottery for certificates; certificates will not be awarded on a first-come, first-served basis.

The Minnesota Department of Revenue estimates that around 2,800 rebate certificates will be available for the 2025 program.

New for 2025

New legislation for the e-Bike Rebate program was passed for 2025. New requirements include:

  • Applicants must now be under a certain income level or have a disability to qualify
  • The rebate is worth 75% of eligible expenses, up to $750 off the cost of a new e-bike
  • Rebates will be allocated using a random lottery process

How do I apply?

The online application will be available on the e-Bike Rebate webpage when the application period opens on July 30, 2025. 

Who is eligible?

All applicants must:

  • Be under the income limit or be an individual with a disability
  • Be at least 15 years old when you apply
  • Be a full-year Minnesota resident for 2025 and the previous two years (2023 and 2024)
  • Have filed Minnesota individual income tax returns in 2023 and 2024
  • Not have been claimed as a dependent in 2024

To qualify under the income limit, your 2024 Adjusted Gross Income (AGI) must be less than:

  • $78,000 for married filing jointly
  • $62,000 for head of household
  • $41,000 for all other individuals

To qualify as an individual with a disability, you must meet at least one of the following:

  • Receive Social Security Disability Insurance (SSDI) benefits
  • Receive Medical Assistance for Employed Persons with Disabilities (MA-EPD)
  • Be under the age of 65 and receive Supplemental Security Income (SSI)
  • Receive home and community-based disability waiver services

What information will I need to provide for the application?

Applicants will need to meet the eligibility requirements listed on the e-bike rebate webpage and will need to provide their:

  • Name and contact information
  • Date of birth
  • Social Security Number or Individual Taxpayer Identification Number (ITIN)
  • Tax filing status in the previous calendar year
  • Adjusted Gross Income in the previous calendar year
    • From line 1 of Minnesota Form M1, or line 11 of Federal Form 1040

What happens after I apply?

After the application period closes, all accepted rebate applications will be entered into a random lottery to award the rebate certificates. Recipients will be notified by email if their application was selected.

Once issued, rebate recipients will have two months to use the rebate certificate to purchase an e-bike and qualifying accessories at an approved retailer. If there is money left over from unused rebate certificates in October, Revenue will use the lottery process to issue a second round of rebate certificates.
