Pine City man charged with multiple tax crimes

ST. PAUL, Minn. – The Minnesota Department of Revenue announced that the Pine County Attorney’s Office recently charged Alan Joseph Mosio, of Pine City, with one felony count of failing to file a sales and use tax return and one felony count of willfully failing to pay sales and use tax.

The complaint states that law enforcement investigators were looking into information that Mr. Mosio was operating an unlicensed cannabis retail business, Deca Al, out of a residence in Pine City. The East Central Drug and Violent Offender Task Force confirmed with the Minnesota Office of Cannabis Management that Mr. Mosio did not have a license to sell or cultivate cannabis. Mr. Mosio was arrested in January 2026 and charged with multiple counts of drug possession and unlawful cultivation of cannabis plants. The complaint states that Revenue investigators reviewed Mr. Mosio’s tax filings and determined that he did not file a sales and use tax return to report receipts from the business nor did he pay the necessary sales tax required for cannabis product sales. The complaint states that Mr. Mosio owes more than $1.9 million in sales and use tax. 

Each tax-related felony charge carries a maximum penalty of five years in prison, a $10,000 fine, or both. Defendants are presumed innocent unless and until proven guilty.

Although most taxpayers comply with tax laws voluntarily, the department takes enforcement action against noncompliant taxpayers to ensure that tax laws are administered fairly.
