St. Louis Park man charged with multiple tax crimes

ST. PAUL, Minn. – The Minnesota Department of Revenue announced that the Hennepin County Attorney’s Office recently charged Richard Ray Hoffman, of St. Louis Park, with six felony counts of failing to file individual income tax returns and six felony counts of willfully failing to pay income tax.

The complaint states that Mr. Hoffman failed to file individual income tax returns or pay income tax for tax years 2019 through 2024 despite earning taxable income through his construction business, Midwest Custom Builders LLC, as well as cash deposits and gambling winnings of over $2 million to be required to file income tax returns and pay income tax in Minnesota. The complaint alleges that Mr. Hoffman knew of his obligation to file since he had previously filed an income tax return and had multiple contacts with the department about his missing returns and tax debt. The complaint states that Mr. Hoffman had multiple Commissioner Filed Returns filed on his behalf and wage levies filed against him. When interviewed by department investigators about the missing returns in July 2025, the complaint states that Mr. Hoffman acknowledged knowing he had to file returns and pay taxes but felt “overwhelmed” and “didn’t know how to fix it.” 

Mr. Hoffman allegedly owes more than $356,000 in income tax for tax years 2019 through 2024. 

Each tax-related felony charge carries a maximum penalty of five years in prison, a $10,000 fine, or both. Defendants are presumed innocent unless and until proven guilty.

Although most taxpayers comply with tax laws voluntarily, the department takes enforcement action against noncompliant taxpayers to ensure that tax laws are administered fairly.
