The Minnesota e-Bike Rebate application reopens July 2

ST. PAUL, Minn. - The Minnesota Department of Revenue and Minnesota IT Services announced today that the online application for individuals to apply for an e-Bike Rebate Certificate will reopen at 11 a.m. (Central Time) on Tuesday, July 2, 2024.

What’s new this time?

Due to popularity and high demand for the rebates, applicants may need to wait in a virtual waiting room before accessing the application. This will allow the system to control the surge of users when the application opens at 11 a.m. This is a similar process to what major sports teams use when selling a limited number of tickets for their playoff games.  

Potential applicants will gain access to the rebate application in the order they enter the waiting room. Once in the application, they will have 15 minutes to complete and submit it.

We expect the application window to be brief, as only around 10,000 submissions will be accepted. Once this limit is reached, the rebate application will close, and anyone still in the waiting room will be notified that they cannot apply this year.

How do I apply?

The link to the application will be emailed out prior to Tuesday, July 2, 2024.

What information will I need to provide for the application?

Individuals must meet the eligibility requirements listed on our e-Bike Rebate webpage and will need to provide their:

  • Name and contact information
  • Date of birth
  • Social Security Number or Individual Taxpayer Identification Number (ITIN)
  • Tax filing status in the previous calendar year
  • Adjusted Gross Income in the previous calendar year
    • From line 1 of Minnesota Form M1, or line 11 of Federal Form 1040

What happens after I apply?

We will accept around 10,000 submissions to fill the applicant pool. Those who successfully submit applications will receive an email confirming we received it. 

We will then review applications in the order they are received and respond to each applicant by July 9, 2024. Applicants will either be approved, asked to provide additional information, added to a waitlist, or denied. 

If you are approved:

  • Your rebate certificate will be sent to the email address used on your application by July 10, 2024.
  • You can use the rebate certificate to receive a discount when you buy a new e-bike from an approved retailer listed on our website. 
    • The rebate certificate must be presented at the time of purchase.
  • The rebate certificate expires two months after the issued date. 

If you are asked to provide additional information:

  • You will have 21 days to provide the requested information by email. This could include additional income verification, residency information, or both.

If you are added to the waitlist:

  • Your application may be considered if more rebate certificates become available. 
  • You will be contacted by email if you are receiving a rebate certificate or if no more rebates are available this year.

Your application may be denied for one of the following reasons:

  • You do not meet the eligibility requirements for the program.
  • There are no more rebate certificates available, and our waitlist is full for this year.

How many rebate certificates will be issued?

The number of rebate certificates issued each year is limited by funds available in the program. State law allocates $2 million each year in 2024 and 2025 for rebates. Revenue estimates awarding around 1,300 rebate certificates.

What if I did not get a rebate this year?

 You can apply for an e-Bike Rebate Certificate when the application reopens in 2025.
