Minnesota e-bike rebate application update – June 6, 2024

ST. PAUL, Minn. - The application process for the Minnesota e-Bike Rebate program remains paused. The application developer, Turnberry Solutions, and the host platform service provider, Salesforce, continue to troubleshoot their technical issues that caused the application to be shutdown yesterday.

Despite anticipated high demand, our external vendors were unable to support the capacity needed for the launch of the e-bike rebate program. We continue to work with our partners to ensure the relaunch of this program is successful, and we will implement additional measures to ensure a positive experience. This issue only impacts the e-bike rebate application site hosted by external vendors. The Minnesota Department of Revenue website and all state tax administration systems continue to be operational. 

When will the application relaunch? 
The date and time for when the application will be available again have not been determined. The Minnesota Department of Revenue will provide ample notice of the date and time of the relaunch through our normal channels – press release, social media posts, and email. You can sign-up to receive these email updates directly. 

Why were some applications accepted? 
Fewer than 80 applications were successfully submitted yesterday between 11 a.m. and 1:30 p.m. when the application was shutdown. These applications were submitted within the publicized timeframe of the portal being open and therefore will be honored. We will reach out to these individuals to confirm their application was successfully submitted. 

Why was the e-bike rebate first come, first served and not some sort of lottery or queue process? 
The e-bike bill legislation passed by lawmakers in 2023 directed the rebates to be distributed on a first come, first served basis. The department, with our external technology partners, developed the application based on the language in the legislation.  

When will the next update be? 
We will send another update early next week.   

The Minnesota Department of Revenue and Minnesota IT Services again apologize to rebate applicants for the inconvenience.
