Rochester man charged with multiple tax crimes

ST. PAUL, Minn.– The Minnesota Department of Revenue announced that the Olmsted County Attorney’s Office recently charged Stephen Craig Stensrud, of Rochester, with six felony counts of failing to file individual income tax returns and six felony counts of failing to pay income tax.

According to the complaint, Mr. Stensrud did not file income tax returns or pay income tax for tax years 2018 through 2023. The complaint states that he earned enough money through employers as well as a business he co-owns, T&S Companies, to be required to file income tax returns and pay income tax in Minnesota. Investigators allegedly found five bank accounts that were either in Mr. Stensrud’s or T&S Companies’ name. The complaint alleges that Mr. Stensrud opened personal bank accounts and deposited over $2.4 million into several accounts at various financial institutions to evade potential tax liability. In one account the complaint states, he listed his occupation as “retired,” yet he had a steady number of incoming checks from several individuals for roofing and exterior home repairs.

The complaint alleges that department investigators made multiple phone contacts with Mr. Stensrud as well as sending him over 45 letters regarding his obligation to file tax returns and pay income tax in Minnesota. Mr. Stensrud allegedly owes more than $315,000 in income tax, penalties, and interest. 

Each tax-related felony charge carries a maximum penalty of five years in prison, a $10,000 fine, or both. Defendants are presumed innocent unless and until proven guilty.

Although most taxpayers comply with tax laws voluntarily, the department takes enforcement action against noncompliant taxpayers to ensure that tax laws are administered fairly.
