Chatfield couple charged with multiple tax crimes

ST. PAUL, Minn. – The Minnesota Department of Revenue announced that the Ramsey County Attorney’s Office recently charged Jeffrey Paul O’Connor and Trista Jean O’Connor, both of Chatfield, with six felony counts each of failing to file individual income tax returns. Mr. O’Connor was also charged with six felony counts of failing to file corporate income tax returns. 

The complaints allege that the O’Connors failed to file their individual income tax return each year from tax year 2017 through tax year 2022, despite earning enough income to be required to file in Minnesota. The complaints also state that Mr. O’Connor did not file corporate income tax returns for his business, Twin City Trimmers LLC, for those years. Mr. O’Connor filed a return for the business for tax year 2016 and allegedly utilizes payroll withholding software for the business, indicating that he was aware of his business tax obligations. The complaints allege that the couple failed to pay more than $470,000 in income and corporate tax, penalties, and interest. 

Each tax-related felony charge carries a maximum penalty of five years in prison, a $10,000 fine, or both. Defendants are presumed innocent unless and until proven guilty.

Although most taxpayers comply with tax laws voluntarily, the department takes enforcement action against noncompliant taxpayers to ensure that tax laws are administered fairly.
