The Taxpayer Rights Advocate is an independent office within the Minnesota Department of Revenue that protects taxpayer rights.

As much as we try to help, there are things we cannot assist with: 

  • We cannot change the law
  • We cannot act as your legal counsel or give you legal advice

When to Contact Us

The Taxpayer Rights Advocate Office (TRA Office) helps taxpayers resolve tax issues. These issues most often fall into one of these main categories:

  • Significant financial hardship
  • Collections or payment plan assistance
  • Review and champion certain suggestions for customer experience improvements

Significant Financial Hardships

We may be able to help with a significant financial hardship. This includes situations in which you are unable to afford necessities, such as:

  • Imminent loss of shelter
  • Potential utility shutoff
  • Affording to pay for essential medications or medical care

Your situation may be different. You can complete a Taxpayer Rights Advocate Request Form to tell us about your situation. You can submit a request online, by email, or by sending us a PDF form.

Collections or Payment Plan Assistance

Reconsideration Requests: You can request reconsideration of a compromise offer or payment plan proposal that Revenue denied.
