Referring Agencies e-Services

Once your agency decides to refer debts to us, you will use our e-Services system to complete a variety of tasks. This page includes instructions for each of those tasks.

A Service Level Agreement signer or an e-Services OAD Master user must notify us of changes needed to their employees' e-Services online access. Contact the Client Relations program to request system access changes.
You must indicate if you or the user is a Revenue contact, debtor contact, or both, and provide the following:
You can refer debts by manually entering each one. Co-debtor information is not required in order to submit a debt for collection. If there is a co-debtor and their debt is ready for referral, we recommend referring them at the same time as the primary debtor.
- Access your OAD-Agency account.
- Select Add Referral next to the correct agency account.
- Select the appropriate debt type from the list.
- Select Next.
- Complete the fields as directed with as much information as possible. For restitution debts, use the Restitution? and select the Yes field.
- Select Next.
- Select the Debtor Type in the drop-down menu.
- Select Next.
- Complete the fields as directed. If we identify a more precise location based on the United States Postal Service directory, we will modify the address information.
- Add a Co-Debtor, if applicable. Complete the fields as directed; and select Add. Repeat this step to add any additional co-debtors
- Select Next. Review the referral information for accuracy. If any fields display a red x, or you otherwise need to edit the information, select the link and correct that section.
- Select Submit.
You can make the following changes to existing referrals:
- Add a co-debtor
- Adjust the statute of limitations
- Reduce the referred amount (amend for less)
You only need to change the primary debtor's balance. Changing the balance automatically updates the debt for all co-debtors in our system.
We do not allow changes to the debtor's name, address, and contact information on completed requests.
Add a Co-Debtor to an Existing Referral

Open the debt you need to update. For more information on how to locate a debt, see Search for Referred Debts topic.

Select View/Change Referral.

Select Change under the I Want To... section.

Select Add a Record under the Co-Debtor section.

Complete the fields as directed, including as much information as possible.

Select Add. You can also change the statute of limitations and reduce the debt amount on this page.

Select Submit.
Adjust the Statute of Limitations Date or Reduce the Referred Amount

Open the debt you need to update. For more information on how to locate a debt, see Search for Referred Debts topic.

Select View/Change Referral.

Select Change under the I Want To... section.

Update the Statute of Limitations Date under the Update Financials section.

Enter a reduced amount in the Principal, Penalty, and Interest fields, if needed.

Select Submit.
Increasing the Referred Principal Amount
There are two ways to increase the referred principal amount:
- Submit a new referral for the difference between the original referred amount and the increased principal amount. You will have two referrals for the same debt equaling the total principal amount owed.
- Recall the debt and send a new referral for the total principal amount. You will have one referral for the debt for the full amount of the principal.
Customers with debts referred to us must make their payments directly to us to ensure they apply correctly. Your agency may occasionally receive a payment for a referred debt. You must report 100% of these direct payments to us through proper payment channels within five business days to ensure the balances update appropriately.

Open the referred debt to declare a payment. For more information on how to locate a debt, see Search for Referred Debts topic.

Select Declare Payment.

Select a reason for the payment. The options are:

Direct Pay - the debtor made a payment directly to your agency

Misapplied - a payment you previously declared applied incorrectly and requires adjustment

Returned Check (NSF) - a payment you previously declared was returned to you for non-sufficient funds (NSF)

Rev Recap - you received a payment from a Revenue Recapture claim you filed prior to referring the debt

Vendor Offset - you received a payment from a vendor offset

Enter the payment amount. When declaring a return or misapplied payment, enter a negative amount.

Enter the date you received the payment at your agency in the Enter Payment Effective Date field. When declaring a returned or misapplied payment, enter the same date as when your agency originally declared the payment.

Review the optional fields:
- Select Submit.
You can recall a debt from the department for a variety of reasons, not limited to the following:

Active Military Duty
-
Bankruptcy
-
Dispute
-
Referred in Error
Recall a Debt

Open the debt you need to recall. For more information on how to locate a debt, see Search for Referred Debts topic.

Select Recall Debt.

Select the reason Why is this debt is being recalled?

Select Submit.
There are two ways to search for debts referred to us:

Debt Search - lists debts matching specified search criteria. You can go deeper into a record to view details and request changes.

Inventory Text File - lists all of your agency's referred debts in a file layout format. You cannot view additional details or request changes from the display window.
Search using Debt Search

Access your OAD-Agency account.

Select Debt Search

Enter criteria in any box as directed. Entering one of the ID options may yield a more accurate result than searching by name, especially if it is a common name.

Select Search.

Select the appropriate link in the Taxpayer ID column to open the Agency Debt window.
Inventory Text File

Access your OAD-Agency account.

Select View Reports.
-
Select Download Inventory Text File in the Inventory Text File and Debt Type Summary section.

Select Open File from the document window. The following columns identify helpful collection information:
- Third Column - Your Agency's Debtor ID
- Fourth Column - Your Agency's Debt ID
- Fifth Column - Debtor's Last Name
- Sixth Column - Debtor's First Name
- Seventh Column - Debtor's Middle Initial, if available
- Eighth Column - Department's Collection Status
View Requests

Access your OAD-Agency account

Select the I Want To… tab.

Select the Search for a request in the History section.

Enter the Processed From and Processed To dates. Select Search.

Select the appropriate Title.
You can withdraw a submitted request until 5:00 p.m. CST on the same day you make the request.
- Access your OAD-Agency account.
- Select the I Want To... tab.
- Select the Search for a request in the History section.
- Enter the Processed From and Processed To dates. Select Search.
- Select Withdraw Request

2. Select View Correspondence to see the following information regarding letters we sent to the debtor:
- Date Printed - date the letter printed
- Title - provides a general context for the letter
- Letter ID - our internal number; helps us locate a specific letter
