Revenue Recapture Agencies

The Minnesota Department of Revenue is authorized to recapture (take) a refund from a taxpayer owing other government agencies that qualify for the Revenue Recapture Program. Agencies must be approved for Revenue Recapture and meet other program requirements.

Only qualifying agencies can use Revenue Recapture to collect debts they are owed. To take part in this program, you must:
- Meet all program requirements
- Protect private taxpayer information
- Notify taxpayers when filing a recapture claim
- Maintain accurate claim balances and agency contact information
The following Minnesota agencies qualify for the Revenue Recapture program:
- State agencies
- Cities, counties, and district courts
- City-owned hospitals
- Licensed ambulance services
- Public agencies that:
- Enforce child support
- Collect court-ordered restitution
- Administer low-income housing programs
- The University of Minnesota
- Minnesota State Colleges and Universities
Email us to request approval for the Revenue Recapture Program. You must be a qualifying agency with eligible debts. See Qualifying Agencies for a complete list.

The following is a list of intercept types. The intercept type selected for a claim should relate with the nature of the debt.
- Child Support
- Criminal Restitution
- Health Care Recapture
- General (Any other debt that does not fall into one of the above types)
- Other State Taxing Agencies
