Electric-Assisted Bicycle (e-Bike) Rebate

You must be under a certain income level or be an individual with a disability to apply for an e-Bike Rebate.

To qualify under the income limit, your 2024 Adjusted Gross Income (AGI) must be less than:

• $78,000 for married filing jointly
• $62,000 for head of household
• $41,000 for all other individuals

To qualify as an individual with a disability, you must meet at least one of the following:

• Receive Social Security Disability Insurance (SSDI) benefits
• Receive Medical Assistance for Employed Persons with Disabilities (MA-EPD)
• Be under the age of 65 and receive Supplemental Security Income (SSI)
• Receive home and community-based disability waiver services

All applicants must :

• Be under the income limit or be an individual with a disability
• Be at least 15 years old when you apply
• Be a full-year Minnesota resident for 2025 and the previous two years (2023 and 2024)
• Have filed Minnesota individual income tax returns in 2023 and 2024
• Not have been claimed as a dependent in 2024

Note: If you received and used an e-Bike Rebate certificate in 2024, you cannot apply again in 2025.

The e-Bike Rebate application is now closed. The application period ended August 7, 2025, at 2 p.m. 

Next, we will allocate rebate certificates through a random lottery. For details, see After You Apply, below.

We will not accept late or duplicate applications. Only one application will be entered into the lottery per person.

The e-Bike Rebate application is now closed. If you applied, we emailed you a confirmation number when we received your application.

We will allocate rebate certificates through a random lottery. We expect to notify all applicants of the results by email by August 21, 2025. All communication for the program will be through email, using the email address provided on your application.

We will notify you if you were:

• Selected and approved for a rebate certificate
• Denied
• Placed on a waitlist for a potential future round of certificates

If you are selected through the lottery, we will contact you if more information is needed to confirm your eligibility. 

If there is money left over from unused rebate certificates later this year, we will award a second round of rebates based on the lottery results.

If you receive an e-Bike Rebate certificate, you will have two months to use it to purchase an e-bike and qualifying accessories at an approved retailer.

The issue date and expiration date will be listed on the rebate certificate.

Qualifying e-Bikes

Any e-bike purchased under the rebate program must be new and meet the legal definition of an electric-assisted bicycle in Minnesota Statute 169.011, subdivision 27. This law defines an e-bike as a bicycle with two or three wheels that:

• Has a seat and pedals a rider can use with or without electric power.
• Fits the definition of a regular bicycle in Code of Federal Regulations, title 16, part 1512.
• Has an electric motor that does not produce more than 750 watts of power.
• Meets the requirements of a class 1, class 2, class 3, or multiple-mode electric-assisted bicycle in Minnesota Statute 169.011, subd. 15a-c, and subd. 45a.
• Has a battery or electric drive system that's been tested and approved by an independent safety lab.
• Is not designed manufactured, or modified in a way that it no longer meets the above requirements.

Qualifying Accessories

Accessories must be purchased at the same time as the e-bike to qualify. Qualifying accessories are limited to:

• A bike helmet
• Lights
• A lock
• A luggage rack
• A basket
• A bag or backpack
• Fenders
• Reflective clothing

You must apply or already be an approved retailer to participate in the e-Bike Rebate program. 

• If you were an approved retailer in 2024: We will contact you to verify your participation for 2025. You do not need to reapply.
• If you are new to the program: Apply through the online retailer portal to become an approved retailer for 2025. We will respond within seven business days. 

Note: To be an approved retailer, you must have been engaged in the business of retail sales of e-bikers for at least six months.

When you receive a rebate certificate from a buyer, at the time of sale:

1. Access our system and assign the rebate certificate to your business. You must complete this step to be reimbursed for the value of the rebate.
2. Apply the discount listed on the certificate to the qualifying e-bike purchase (including assembly fees, if charged).
3. Within one month of the sale, access our system to request reimbursement.

Note: Though the rebate lowers the purchase price, you must collect sales tax on the full retail amount of the purchase.

Where can I use my rebate certificate?

You can use a rebate certificate at any of the approved retailers on our list.

Can I purchase an e-bike from an online retailer?

Yes, if they are approved for this program. 

Can I use the rebate for an e-bike purchased before I received a rebate certificate?

No. The rebate certificate can only be applied at the time of purchase.

How long do I have to use the rebate certificate?

You have two months to use the rebate certificate. The expiration date will be listed on the certificate.

How do I report the rebate on my income tax return?

After using your rebate certificate, you'll receive Form 1099-MISC for the value of the rebate. Use this form when filing your tax year 2025 income tax return.

What if I do not get a rebate this year?

The number of rebate certificates issued each year is limited by funds available in the program. State law allocates $2 million for rebates in 2025. 

The program will end after this year, and there will not be any future application periods.

What information will I need to provide on the application?

You must meet the eligibility requirements for the program and will need to provide your:

• Name and contact information
• Date of birth
• Social Security Number or Individual Taxpayer Identification Number (ITIN)
• Tax filing status for 2024
• Adjusted gross income for 2024 (See line 1 of your 2024 Minnesota Form M1, Individual Income Tax, or line 11 of your 2024 federal Form 1040)
• Information about your disability status

I have not filed a 2023 or 2024 tax return. Can I still apply?

Only if you file the returns first. To apply for this rebate, you must have income tax returns filed for both 2023 and 2024, even if your income was below the filing requirement for the year.

I applied for a rebate in 2024 but did not receive one. Do I need to apply again?

Yes. You must reapply to participate in the program for 2025 if you did not receive a rebate in 2024, even if you were placed on the waitlist.

My spouse applied for a rebate. Can I apply as well?

Yes. Each of you can apply for your own rebate. Use your joint adjusted gross income when you apply.

What are the requirements to apply?

To be eligible, you must have been engaged in the business of retail sales of new e-bikes for at least 6 months before applying for this program.

Can online retailers participate in the e-Bike Rebate program?

Yes. Online retailers must be approved and meet all other program requirements.

Can a customer use the rebate for an e-bike purchased before they received a rebate certificate?

No. The e-Bike Rebate certificate can only be applied at the time of purchase.
