The Minnesota e-bike rebate application opens June 5, 2024
ST. PAUL, Minn. - The online application for individuals to apply for an e-Bike Rebate Certificate opens at 11 a.m. (Central Time) on Wednesday, June 5, 2024. Applications will be reviewed on a first-come, first-served basis. Due to limited number of rebate certificates that will be available, the Minnesota Department of Revenue will close the online application system once they receive 10,000 applications.

What information will I need to provide for the application?
Individuals will need to meet the eligibility requirements listed on our e-bike rebate webpage and will need to provide their:
- Name and contact information
- Date of birth
- Social Security Number or Individual Taxpayer Identification Number (ITIN)
- Tax filing status in the previous calendar year
- Adjusted Gross Income in the previous calendar year
- From line 1 of Minnesota Form M1, or line 11 of Federal Form 1040
What happens after I apply?
Revenue will initially accept 10,000 applications, and those who successfully submitted applications will receive an email confirmation. Revenue will review the applications and distribute the first round of e-Bike Rebate Certificates by email on July 1, 2024.
The e-bike legislation states that 40% of rebate certificates must go to applicants with incomes below a certain level. Due to the limited number of rebates that will be available, about 5,000 applicants will receive an application denial email while the remaining pool will be waitlisted for a potential second round of rebates going out in October.
Rebate recipients will have two months to use the rebate certificate to purchase an e-bike and qualifying accessories at an approved retailer. If there is money left over for this year’s program after October 1, Revenue will issue more rebate certificates to individuals who did not get rebate certificates in the first round and were put on the waitlist.
How many rebate certificates will be issued?
The number of rebate certificates issued each year is limited by funds available in the program. State law allocates $2 million each year in 2024 and 2025 for administration of the program and rebates. Revenue estimates awarding around 1,300 rebate certificates on July 1.
What if I could not apply before the application closed?
You will have another opportunity to apply for an e-Bike Rebate Certificate when the application opens again in 2025.
