Prior Lake man charged with multiple tax crimes

ST. PAUL, Minn. – The Minnesota Department of Revenue announced that the Scott County Attorney’s Office recently charged Ryan James Keenan, of Prior Lake, with five felony counts of failing to file individual income tax returns and five felony counts of failing to pay income tax.

The complaint alleges that department investigators found that Mr. Keenan earned nearly $1.7 million through his business, Claim Pro Construction LLC, but did not file income tax returns or pay income tax for tax years 2018 through 2022. The complaint alleges that Mr. Keenan filed returns in previous years, demonstrating that knew of his obligation to file tax returns. The complaint states that during an interview, Mr. Keenan also told investigators that he knew that he needed to file his taxes. Mr. Keenan allegedly owes more than $150,000 in income tax. 

Each tax-related felony charge carries a maximum penalty of five years in prison, a $10,000 fine, or both. Defendants are presumed innocent unless and until proven guilty.

Although most taxpayers comply with tax laws voluntarily, the department takes enforcement action against noncompliant taxpayers to ensure that tax laws are administered fairly.
