Minnesota Voluntary Disclosure Program

The Voluntary Disclosure Program helps qualifying individuals and businesses with unreported tax liabilities to report and pay those liabilities to comply with Minnesota tax laws. The program offers benefits, including a limited look-back period and potential relief of some or all penalties.

You must meet the following requirements to qualify for the program:
- Not be under review for Minnesota tax obligations by the Minnesota Department of Revenue
- Not have been contacted by the Minnesota Department of Revenue about tax compliance or an audit
- Not be evading taxes or misrepresenting your tax liabilities
- Not have previously filed returns for the tax types at issue
- Other than the liabilities addressed in the Voluntary Disclosure Agreement, there are no outstanding Minnesota tax assessments or liabilities
If we accept you into the program and you do not have a Minnesota tax account, you must register for one.
Note: If you do not qualify for a formal Voluntary Disclosure Agreement, we may be able to offer you some of the same incentives in return for coming forward voluntarily. You may still apply.
