Revenue Recapture Agencies

Revenue Recapture Program

The Minnesota Department of Revenue is authorized to intercept (recapture) taxpayer refunds and apply them to outstanding debts owed to state agencies, the University of Minnesota and certain local governmental units. View the Revenue Recapture Act law, Minnesota Statutes, sections 270A.01 to 270A.12.

The department’s recapture program is in addition to, and not a substitute for, other collection tactics used by any state agency (claimant agency).

Claimant agencies may contact the Revenue Recapture Unit by:

To participate in Revenue Recapture an agency must have a signed agreement on file with the department. To do so:

  1. Download the agreement.
  2. Email the completed agreement to us at revenue.recapture@state.mn.us, as an attachment.

 

Poverty (Medical) Income Guidelines

The poverty (medical) income guidelines for the previous 10 years are listed below. Current year data is taken from the federal poverty guidelines and then are adjusted by state guidelines. They are linked directly within the statute (M.S. 270A.03, subd 5).
