The Minnesota Department of Revenue collects delinquent debts owed to state, county and local agencies and Minnesota Judicial Branch courts. These "client" debts are aggressively collected by the department, and may be pursued using the collection tools authorized by the Minnesota Legislature.
When the debt is referred, the department adds a collection fee ("collection cost") to the debtor's balance due. Payments made towards the debt are split proportionately between the principal amount and the assessed collection costs until the debt is paid in full. In the fiscal year ending June 30, 2012, the department collected more than $49 million of delinquent state agency and court fine debt.
