Credit Card Payments

Sellers, in accepting credit cards, must determine the tax status of a transaction based on the card account number and type of purchase.

Federal Credit Cards

Federal employees may use credit or debit cards to make purchases. There are four types of federal cards:

Travel - sixth digit 0, 6, 7, 8, or 9

Expenses related to official government travel (airline, hotel, meals, and incidentals)

Taxable

Note: The United States Department of Interior uses a single, integrated card for all purchases. Tax is charged based on the item purchased and follows the same guidelines as the chart above.

Identifying a federal credit card

The four-digit prefix on the credit card identifies if the card is issued to the federal government. The following prefixes are used on federal credit cards or account numbers:

  • Visa – 4486, 4614, or 4716
  • MasterCard – 5565 or 5568
  • Voyager (fleet only) – 8699
  • Wright Express/MasterCard (fleet only) – 5565

Debit and Prepaid Cards

Purchases made with debit and prepaid cards that are paid directly by the federal government are not taxable. The following prefixes are used on federal debit and prepaid credit cards:

  • MasterCard - 5564, 5568, or 5565
  • Visa - 4614

All other cards  

Purchases made with any other charge card by a federal government employee are taxable.
