Tab 2 of 3. This fee is collected and paid by landfills (solid waste disposal facilities) that accept mixed municipal solid waste and are located in the 7-county Metropolitan Area. View the statute (M.S. 473.843).
Revenue from this fee goes to the state's Metropolitan Landfill Abatement Fund (75 percent) and Metropolitan Landfill Contingency Trust Fund (25 percent).
How much is the Fee?
The fee is based on either the weight or volume of waste dropped off at the facility, as follows:
- For facilities that weigh the waste before disposing of it, the amount is $6.66 per ton of waste accepted at the facility entrance.
- For facilities that don't weigh the waste, the amount is $2 per cubic yard of waste accepted at the facility entrance. This fee and the service ("tipping") must be calculated on the same basis.
How do I report and pay the fee?
Facilities that are subject to this fee must file Metropolitan Solid Waste Landfill Fee Monthly Report SW-1, and pay the amount due each month. The return and payment are due by the 20th day of the month.
Exemptions
Waste residue accepted at a landfill is exempt from this fee (and Solid Waste Management Tax) if all of the following requirements are met:
The residue comes from an eligible solid waste recycling, waste-to-energy or resource recovery facility.
Processing at that facility results in at least an 85 percent weight reduction in the solid waste.
The residue waste is kept separate from other waste.
The residue is approved by the Minnesota Pollution Control Agency to be used for daily cover.
