Dry Cleaning Solvents Fee

Suppliers of certain dry cleaning solvents must collect and remit this monthly fee, based on the volume of products sold to dry cleaning facilities for use in Minnesota.  

Revenue from this fee goes to the state Dry Cleaner Fund, which helps pay for environmental cleanup at contaminated dry cleaning facilities.
 

How much is the fee?

The Dry Cleaning Solvents Fee depends on the type of solvent and the number of gallons sold. Fee amounts for various solvents are listed in the table below.
 
For this type of solvent: The fee amount is:
Perchloroethylene​

​$15.70 per gallon

​Hydrocarbon-based

​$8.30 per gallon

Other nonaqueous solvents​ ​$3.90 per gallon
  

How do I report and pay the fee?

 If you sell dry cleaning solvents in Minnesota, then each month you must:

  • Collect the “per-gallon” fee when you sell dry cleaning solvents to facilities in Minnesota.
  • By the 20th day of the month, file Form DC2, Dry Cleaning Solvents Fee Monthly Return, and pay the amount due (for the previous month).
 Note: Sales to certain types of dry cleaning facilities are exempt from the fee View a list of exempt facilities.
