Dry Cleaning Solvents Fee

Suppliers of certain dry cleaning solvents must collect and remit the Dry Cleaning Solvents Fee based on the volume of products sold to dry cleaning facilities for use in Minnesota.

Revenue from this fee goes to the state Dry Cleaner Fund, which helps pay for environmental cleanup at contaminated dry cleaning facilities.

How much is the fee?

The Dry Cleaning Solvents Fee depends on the type of solvent and the number of gallons sold.

For this type of solvent: The fee amount is:
Perchloroethylene

$29.70 per gallon

Hydrocarbon-based

$15.75 per gallon

Other nonaqueous solvents $7.35 per gallon

How do I report and pay the fee?

If you sell dry cleaning solvents in Minnesota, report the fee electronically on your Sales and Use Tax return in e-Services.

Note: Sales to certain types of dry cleaning facilities are exempt from the fee. View a list of exempt facilities.
