The Auto Theft Prevention Surcharge applies to comprehensive auto insurance premiums in Minnesota.

Who Must File and Pay

All insurance companies licensed to write comprehensive auto insurance must file a return and pay the Auto Theft Prevention Surcharge. You must file and pay the surcharge if you have Clause 12 on your license from the Minnesota Department of Commerce.

Due Dates

Quarterly surcharge returns and payments are due on the following dates:

July 1 – Sept. 30

Tax Rate

The surcharge is 50 cents per vehicle, per six months of comprehensive coverage, on autos residing in Minnesota.

File and Pay Requirements

You must file the surcharge electronically using our e-Services system. You must file a return even if you don't write any auto policies during the reporting period. 

You can pay the surcharge through e-Services or by check (unless you're required to pay electronically). See Electronic Payment Requirements for Business.

To pay by check, use our e-Services Payment Voucher System to create and print the payment voucher you need to mail with your check or money order payments.
