Minnesota Department of Revenue works toward completing Benchmark Study for reciprocity

ST. PAUL, Minn. The Minnesota Department of Revenue is working with its Wisconsin counterpart to complete a new tax reciprocity Benchmark Study by the March 2013 timeline set by the Legislature. The previous study, conducted in 1995, is no longer an accurate reflection of the impacts of tax reciprocity given the economic and demographic changes that have occurred since that time.  The completion of the study is necessary to accurately determine reciprocity payment amounts for both states.

With new, agreed-upon numbers in hand, restoring an income tax reciprocity agreement between the two states is a possibility for tax year 2014.  “We all agree that tax simplification is good, and the Benchmark Study will provide the data needed to get an agreement in place for 2014,” said Commissioner Frans.  “Minnesota and Wisconsin have a shared goal of getting tax reciprocity back on the books for people who cross the border for work. We are committed to working with the Wisconsin Department of Revenue to reach an agreement that is acceptable for both states.”
