Divisions work together to ensure the fair and efficient administration of taxes. We provide customers with information, education, and services.

Appeals and Legal Services interpret the tax laws for the department, handles taxpayer appeals, ensures the department follows the law, and helps draft and change tax laws. Appeals staff members work to resolve disputes with taxpayers and help the Attorney General’s office with tax-related lawsuits. Disclosure and Records Management employees provide guidance and oversight to protect, retain, and secure department information.

The Building Management division manages the department’s facilities, including the Harold E. Stassen Building in St. Paul and other facilities across the state. Division jobs include maintenance, office space planning, and security.

Business Planning and Improvement drives agency-wide excellence and works to make the department more effective through project management and data analytics.
Justine Greene, Director
The Collection Division is the department’s enforcement arm. They collect unpaid taxes and other government debts, find delinquent taxpayers, and make sure they pay their tax bills.

Corporate Franchise oversees and collects business income taxes, including Corporation Franchise Tax, S Corporations, Partnerships, and Estates and Trusts.

Financial Management controls the department’s finances. Duties include serving as the department’s accountants, and tracking how well the department is meeting its goals.

Individual Income Tax and Withholding educates individual taxpayers about their rights and responsibilities and responds to taxpayer questions. Other duties include auditing tax returns and identifying taxpayers who have not filed their returns.

MNIT oversees the department’s computer and telephone systems. The division plans, develops, and manages the department’s computer networks, software, and electronic databases.

Property Tax Division oversees the administration of the state property tax system by Minnesota counties, educates local officials and citizens about the system, and provides training for property assessors and other officials.

The Office of Public Engagement works across the department to build relationships with community leaders, gather input around existing outreach efforts, and expand or enhance our engagement in communities across Minnesota.

Sales and Use Division collects state sales and use taxes from businesses and consumers and oversees local sales taxes for some Minnesota cities and counties.

Special Taxes Division collects taxes and fees for specific industries and activities. These include mining, cigarettes and tobacco, alcoholic beverages, gambling products, dry cleaning, hazardous and solid waste, gasoline and aviation fuel, insurance policy premiums, and health care providers (MinnesotaCare).
Debbie Berg, Director
Tax Operations processes documents for the tax divisions, enters data from those documents into the department’s computer system, and checks the data for accuracy. The division issues and manages Minnesota tax ID numbers for businesses.

The Tax Systems Planning and Program Office is the business owner for state tax system technology applications. They work across Revenue in partnership with Minnesota IT Services (MNIT) and other internal and external stakeholders to advance and provide governance over delivery of tax system applications and to ensure system functionality aligns with agency strategic priorities and supports identified business outcomes.
