Our leadership team consists of our commissioner, deputy commissioner, assistant commissioners, communications director, and chief business technology officer.

Paul Marquart, Commissioner

Paul Marquart is the commissioner at the Minnesota Department of Revenue where he oversees the day-to-day operations for an agency with more than 1,400… employees that manages over 30 different taxes and collects over $26 billion annually.

Before his appointment to commissioner, Marquart was a member of the Minnesota House of Representatives where he served 18 years on the House Taxes Committee, including four years as the committee's chairperson. He was also chairperson of the House Education Finance Committee (2013-2014) and the Property Tax Division (2007-2010).

Marquart previously served as the Mayor of Dilworth (1990-2000) and as a Dilworth City Councilmember (1988-1989). He taught social studies at Dilworth-Glyndon-Felton High School for 39 years and coached wrestling for 16 years. He earned an A.S. from North Dakota State School of Science, a B.A. and B.S. Ed. from the University of North Dakota, and a M.S. in Educational Administration from Tri-College University.

Lee Ho, Deputy Commissioner

Lee Ho is deputy commissioner at the Minnesota Department of Revenue where he helps oversee the day-to-day operations for an agency with more than… 1,400 employees that manages over 30 different taxes and collects over $26 billion annually.

Before joining Revenue as deputy commissioner, Ho was assistant commissioner at the Department of Health where he was responsible for overseeing all of the department's operational activities, including human resources, financial and facilities management, and information technology governance.

Ho has over 30 years of experience in state and federal government service including prior experience with the Department of Revenue directing information technology operations and the U.S. Government Accountability Office evaluating the effectiveness of federal programs. He received his bachelor's degree in business administration from San Diego State University and his master’s degree in public policy and administration from Northwestern University.

Sarah Bronson, Assistant Commissioner

Sarah Bronson serves as assistant commissioner at the Minnesota Department of Revenue. She oversees Individual Income Tax, Withholding, and Collection.

Bronson joined Revenue in 2017,… serving as the agency's Taxpayer Rights Advocate. She advised senior management on issues involving taxpayer rights and worked with agency division leadership to create policies and procedures that address the needs of taxpayers.

Before joining the department, Bronson spent eight years as the director of the Mid-Minnesota Legal Aid Low Income Taxpayer Clinic, providing no-cost legal representation to Minnesota taxpayers with limited incomes. She has a B.S. from the University of Wisconsin-Madison and a J.D. degree from the University of Minnesota Law School.

Martha Burton, Assistant Commissioner

Martha Burton serves as assistant commissioner at the Minnesota Department of Revenue. She oversees Sales and Use Tax, Criminal Investigations, and Special Taxes.

With almost… 20 years of experience in program oversight, budget operations, and leadership, Martha has always been drawn to opportunities that bring together her love of learning, complex community needs, and the space to work on important ideas.

Martha was previously director of health regulation at the Minnesota Health Department (MDH). Prior to joining MDH, Martha was a senior project manager at MN Community Measurement, where she led project teams, clients, and stakeholders through business transitions. Additionally, Martha spent a decade with the National Marrow Donor Program/Be The Match.

Martha has a master’s degree in public affairs from the Humphrey School and is completing her master’s degree in public health at the University of Minnesota. Her undergraduate degree is from Occidental College in Los Angeles, California.

Vikki Getchell, Assistant Commissioner

Vikki Getchell serves as assistant commissioner at the Minnesota Department of Revenue. She oversees Human Resources, Employee Development Services, and Diversity and Inclusion.

Vikki was… previously the director for equity systems change at the Science Museum of Minnesota. In that role, she worked to provide vision, strategic direction, and leadership for several key museum programs to support the museum’s mission and values while promoting equity and access through social and STEM justice models. Vikki also led the Warner Nature Center as director where she worked to build lasting relationships between people and the natural world.

Vikki has extensive experience in state government management including the implementation of equal opportunity, affirmative action, and diversity and inclusion programs. She has worked for the Minnesota National Guard, the Minnesota Department of Veterans Affairs, the Minnesota Department of Natural Resources, and the Minnesota Department of Health.

Before joining state government, Vikki served in the U.S. Air Force and was a commercial pilot. She has a J.D. degree, with an emphasis on disability law and alternative dispute resolution, from Hamline University Law School.

Justin Nieman, Assistant Commissioner

Justin Nieman serves as assistant commissioner at the Minnesota Department of Revenue. He oversees business income taxes — including Corporate Franchise, S Corporation, Partnership,… Estate, and Fiduciary taxes — and Tax Operations.Nieman joined Revenue in 2004, serving as an auditor and supervisor in the Corporate Franchise Tax Division where he oversaw an auditing unit and the department’s integrated tax management system. In 2013, Nieman became Revenue’s first tax analytics manager, overseeing the department's data analytics portfolio to assist leadership in decision-making. He was named assistant director of corporate franchise tax in 2015, moving to the director role in 2018. He has a bachelor's degree in business administration from Winona State University.

Dale Dorschner, Assistant Commissioner

Dale Dorschner serves as assistant commissioner at the Minnesota Department of Revenue. He oversees Financial Management, Facilities, Business Planning and Improvement, Tax Systems Planning,… and Internal Audit.

Dorschner has been with the state of Minnesota for more than 23 years. In the last 10 years, he held various positions at the Minnesota Department of Health including interim human resources director, interim deputy chief operations officer, and assistant director for environmental health.

He has served as the executive sponsor on numerous department-wide projects. He brings a wealth of experience in managing and implementing changes in operations and process improvement, and applying data and metrics to support effective business operations.

He previously worked as an environmental consultant, managed regional offices for various firms, and worked as a sole proprietor serving clients on a variety of health and safety issues.

Dorschner has a bachelor’s degree in business administration from Minnesota State University, Mankato.

Shane Delaney, Deputy Assistant Commissioner

Shane Delaney serves as deputy assistant commissioner at the Minnesota Department of Revenue. As director of communications and media relations, he oversees public relations,… strategic and crisis communications planning, and the Communications Division and staff.

Delaney has worked for the state of Minnesota since 2013. Before joining Revenue, he was director of communications at the Minnesota Department of Employment and Economic Development. Delaney also served as communications director at MNsure. He has experience in private sector public relations and is a former on-air news reporter.

Delaney has a bachelor’s degree in broadcast journalism and communication studies from the University of St. Thomas in St. Paul.

Cory Stubbendick, Chief Business Technology Officer

Cory has more than 25 years of experience in the technology industry in both the private and public sectors. He has a diverse IT… background including operations, management, sales, client relations, and service level management.

Prior to his role as Chief Business Technology Officer (CBTO) at Minnesota IT Services partnering with the Department of Revenue, he held this same role partnering with the Department of Veterans Affairs. Cory has also served in the role of Deputy CBTO, Director of IT, and Client Relationship Manager. Before joining the state, he spent over eight years with Siemens Business Services, Inc., as a Program and Client Executive where he was responsible for overall account leadership of multiple clients throughout the United States.

Cory received his Bachelor of Science degree from the University of Wisconsin – Eau Claire.
