Professional Assessment Certification and Education

The Professional Assessment Certification and Education (PACE) courses are designed for and available to all Minnesota property tax administrators.
All AMAs and SAMAs that were licensed at that level on or before July 1, 2024, must successfully complete 30 hours of the PACE courses by June 30, 2028.
Courses with an * have repeat offerings during the licensing cycle.

County and Local Assessor Relationships* | The relationship between a County Assessor and a Local Assessor is important to the fair and equitable assessment of property taxes throughout the state of Minnesota. The purpose of this course is to create a space where assessors examine their current working relationships while identifying ways to maintain their success. Relationship maintenance, clear communication, and mutual respect directly affect those County-Local assessor relationships. Attendees will learn practical strategies to foster these connections before engaging in scenario-based activities. Introduction to Fractional Homesteads * | This course starts with a brief review of basic fractional homestead information and then moves onto more rare and complex fractional scenarios. Preparing for Board of Appeals Season | This course begins with a review of statutory requirements that apply to the board of appeal season for both local and county boards of appeal meetings. There are many requirements that must be met and many roles that are played by the assessor's office as well as the board members. This course covers those roles and responsibilities as well as provide an open discussion platform to discuss some of the roadblocks and challenges assessors encounter during the appeal season. Practical Customer Service | This course will prepare assessors to handle uncomfortable situations that arise at county board meetings in addition to practicing communication with difficult personalities or delicate topics. By identifying the skills needed, we’ll encourage assessors to develop new skills and advance the skills they have; thus, bringing more integrity to the profession. Dealing with Disasters | This course will provide students with a better understanding of the role of the assessor’s office when handling a disaster in their jurisdiction. We will cover the roles in providing disaster relief to property owners, completing a reassessment, the process of applying to be a declared disaster area, and finishing with a review of the resources available. PACE Courses Available at MAAO Conferences
Minnesota Revenue is partnering with the Minnesota Association of Assessing Officers (MAAO) to potentially sponsor PACE approved seminars offered at the upcoming Summer Seminars and Fall Conferences. Those PACE approved seminars will be listed on MAAO's conference website once the information is made available. Registration and payment will be handled by MAAO.

PACE Courses Available at Region Meetings
These PACE approved regional trainings must focus on specific topics that the region has identified as a training need. The region is encouraged to work together to identify these areas that they want more information on. There is a process that regions must follow to offer a PACE approved course at a region meeting. For more information on the process, the region should contact their property tax compliance officer.
