Dry Cleaner Fees to Change
The state dry cleaner solvents fee and dry cleaner registration fee are increasing on July 1, 2024.
Solvents Fee Rates - Effective July 1, 2024
Dry Cleaning Solvents Fee (and Solvents Use Fee) depends on the type of solvent and the number of gallons. The new fee amounts are listed in the table below.

Perchloroethylene | $85.80 per gallon |
Hydrocarbon-base | $45.49 per gallon |
Other nonaqueous solvents | $21.24 per gallon |
If you file a monthly Sales and Use Tax return, report and pay the new fee amounts on your July return (due August 21, 2024). If you file quarterly or annually, calculate and pay the fees accordingly.
Annual Registration Fee Rates - Effective July 1, 2024
The Dry Cleaning Annual Registration Fee depends on the number of full-time employees. The new fee amounts are listed in the table below.

less than 5 | $6,267 |
5 to 10 | $19,431 |
more than 10 | $35,781 |
You must file the Annual Registration Fee for Dry Cleaning Facilities (Form DC1) return by October 1, 2024. Your fee payment is due October 18, 2024, or you can pay the registration fee in four installments. If you choose to pay by installments, you must notify us by October 1.
