Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE)

The Minnesota Department of Revenue needs organizations throughout Minnesota to provide accessible, free tax assistance to underserved communities through the Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs.
VITA and TCE programs offer free tax assistance to:
- People with an annual income less than $67,000
- People with disabilities
- People who speak limited English
- People who are age 60 or older
By opening a VITA or TCE location, you can help make sure everyone reports, pays, and receives the correct amount.
In opening a site, you’ll make a meaningful difference in our communities and help expand access to quality tax assistance services for all of Minnesota.

Support and Training: You’ll have training and support from Revenue and the IRS, so your volunteers can provide accurate and reliable tax assistance. This includes access to IRS and Revenue materials and software.
Tax Education: Take what you learn and teach the community how to meet their tax requirements and the benefits of doing so. Help people understand their tax situation and become more financially literate.

Do I need prior experience in tax preparation to become a tax site?
No. Our Revenue support team will make sure you have the information you need to open and run your tax site.
Support checklists for tax site registration, setup, and initial training.
Help with technical questions related to Minnesota state taxes, specific tax regulations, and filing procedures.
Support with volunteer management, such as recruitment and training.
Is there a cost associated with opening a VITA or TCE site?
Yes. Potential costs may include site rental, computers and related equipment, office supplies, and other site-specific items. There are various grants that may help to pay these costs.
How many hours a week do we need to operate our site?
You are free to choose the hours of operation that work best for your organization, community, and volunteers.
How do I find volunteers for our sites?
You can post volunteer opportunities on social media, visit community centers, post flyers at businesses, or place ads on community activity catalogs. See Recruiting Volunteers document for a detailed list of recruiting sources.
How can we ensure taxpayer information is confidential and secure at our site?
Laptops and wi-fi must be password protected and face away from public view. Keep confidential information in a locked and secure location. Tax sites should complete identity verification for all volunteers.
