Sales Ratio Studies

The law requires assessors to value property at its most likely selling price. This “estimated market value” divided by the actual sale price equals the Sales Ratio. The Minnesota Department of Revenue uses this ratio to do studies that ensure uniformity and quality of assessments and equalize state aid distribution.

This study compares real estate sales prices to market values calculated by assessors to measure the overall accuracy of their appraisals. The State Board of Equalization and the Minnesota Tax Court use the study results to ensure property assessments are consistent across the state. The Sales Ratio Study is published every year in June. The study uses sales from Oct. 1 through Sept. 30. For example, the 2023 study is based on sales that occurred from Oct. 2022- Sept. 2023.

The Economic Market Value study is a sales ratio-adjusted measure of a community's property wealth.
Adjusted Net Tax Capacities
The net tax capacity equalized by Sales Ratios in each taxing district (City/Township/School District/County).
Interest Rate Bulletin
The interest rate bulletin documents the rates that the Department of Revenue considers to be the “market rate.” These rates are used to make cash equivalency adjustments for sales on contract for deed and warranty deed for Sales Ratio Study purposes.
MCAST and Education Information
MCAST is the Market Condition Assessment and Statistics Tool that counties can use to replicate the Department of Revenue’s State Board of Equalization Sales Ratio Study. MCAST has the ability to calculate extreme ratios, market condition adjustments, and assessment ratios and statistics. MCAST also features a stratification tool to analyze assessments by different categories. MCAST is meant to be used with the sales listings issued by Data & Analysis.
