No. You are only required to create CRPs in e-Services beginning with 2024 CRPs.

If you manually enter CRP data, each street address must be created as a separate submission. You will provide the street address, then renter and unit information later in the process. If you have multiple units sharing the same street address, you can enter those units as part of the same submission.
