E-Waste Registration Fee

Manufacturers who sell qualifying video display devices (VDD) to Minnesota households pay an E-Waste Registration Fee. The filing period for e-waste is July 1 to June 30. Your annual return is due on August 15.

Registration is required to sell video display devices to Minnesota households. Brands of video display devices must be registered with the Minnesota Pollution Control Agency; brands that are not registered cannot be sold to households in Minnesota.
Registered stakeholders are required to report on their activities with the Minnesota Pollution Control Agency under Minnesota's Electronics Recycling Act. Minnesota's program years end June 30.

The total registration fee is equal to a base fee of $2,500 for those manufacturers who sold 100 or more VDDs to Minnesota households during the previous period, plus a variable recycling fee based on collection shortfalls for the reporting period.

If a manufacturer exceeds their 80 percent requirement, the excess is carried over as a recycling credit that can be used for future years.
As of July 2009, a manufacturer can use this carryover credit to meet up to 25% of its annual recycling obligation. The credits don't expire, and the manufacturer may sell them to another manufacturer, if desired.
