Grants Available for Volunteer Taxpayer Assistance Services

Grants are available to nonprofit organizations that provide volunteer taxpayer assistance services to low-income and disadvantaged Minnesota residents. Nonprofit organizations must qualify under IRC section 501(c)(3) to be eligible.

For fiscal year 2017, the department will issue up to $400,000 in grants.  Grant funds not awarded by June 30, 2017 will no longer be available. 

Grant Program Definitions

Taxpayer assistance services include:

  • Preparation of federal and state income and property tax returns

  • Personal representation before the Minnesota Department of Revenue and the Internal Revenue Service

Low income is $54,000 or less.

Disadvantaged individuals include:

  • Individuals with limited English-speaking ability

  • Seniors age 65 years or older

  • Individuals with a disability  

Application Process

  1. Review the Request for Proposals (RFP) for information and requirements.
  2. Apply by following the instructions in the RFP. We must receive your proposal by 2 p.m. Central Time, August 15, 2016. Late applications will not be considered.
  3. Submit your proposal and required documentation to:
