Grants Available to Provide Volunteer Taxpayer Assistance Service to Low-income and Disadvantaged Residents

Grants are available to nonprofit organizations, that qualify under IRC section 501(c)(3), to help provide volunteer taxpayer assistance services to low-income and disadvantaged Minnesota residents.

The department will issue up to $400,000 in grants in fiscal year 2014.  Any grant funds that are not awarded by June 30, 2014, will no longer be available.

Definitions for this grant program

Disadvantaged individuals include:

  • People with limited English-speaking ability
  • Seniors aged 65 years or older
  • People with a disability, as defined in M.S. 290A.03, subd. 10

Low income is $52,000 or less.

Taxpayer assistance services includes the following accounting and tax preparation by volunteers to help low-income and disadvantaged residents:

  • Federal and state income tax returns
  • Minnesota Homeowner Homestead Credit Refund and Renter Property Tax Refund claims
  • Personal representation before the Minnesota Department of Revenue and the Internal Revenue Service.

To apply for a grant, follow the instructions provided in the RFP. We must receive your proposal by 2 p.m. Central Time, Sept. 12, 2013. We will not consider late applications.
