Grant to Provide Volunteer Taxpayer Assistance Services to Minnesotans who are Low-Income and Disadvantaged

The Minnesota Department of Revenue requests grant proposals from nonprofit organizations that qualify under section 501(c)(3) of the Internal Revenue Code. We request proposals from organizations who coordinate, facilitate, encourage, and provide volunteer taxpayer assistance services to Minnesotans who are low-income and disadvantaged.

Organizations applying for this grant must be part of the Volunteer Income Tax Assistance (VITA) or AARP Tax-Aide program through the Internal Revenue Service (IRS).

How much in funding is available?

For fiscal year 2018, the Request for Proposal (RFP) is $400,000.

What are volunteer taxpayer assistance services?

Volunteer taxpayer assistance services are accounting and tax preparation services provided by volunteers. This includes filing federal and Minnesota income and property tax refund returns, and representing qualifying residents before the department and IRS.

How do I apply?

  1. Review the Fiscal Year 2018 RFP for information and requirements.
  2. Apply by following the instructions in the RFP. We must receive your proposal by August 15, 2017. Late applications will not be considered.
  3. Submit your proposal through either of the following ways:
