2011 Aid and Credit Reductions

The 2011 payments for County Program Aid (CPA) and Local Government Aid (LGA, for cities) were reduced from the original amounts. This reduction was enacted on July 20, 2011, during a special legislative session. (The previous aid amounts had been certified in August 2010.)

This legislation also made the following changes:

  • Moved the payment date for the first installment of CPA and LGA to July 27, 2011. (It had been scheduled for July 20.) 
  • Reduced the 2011 market value credit (MVC) reimbursements for counties and cities. 

These changes had the following effects on 2011 aid payments for cities and counties:

  • Counties received either the same amount of CPA they got in 2010 or the amount certified for 2011, whichever was lower.
  • Cities received either the same amount of LGA they got in 2010 or the amount certified for 2011, whichever was lower.
  • Any MVC reimbursements for counties and cities could not exceed the amount they got in 2010. (It was possible for a county or city to receive a smaller MVC reimbursement for 2011 if it had less credit to reimburse than for 2010.)
