  Yes.  Local taxing jurisdictions may lower their proposed levy amount before they approve ("certify") a final levy. However, they can't increase the levy beyond the proposed TNT levy amount.​

  Historically, final levy increases statewide are lower, at about 85 percent of the proposed increases. However, the reductions vary from location to location.​

  TNT stands for Truth-In-Taxation, the process of informing taxpayers of the upcoming year’s local budget and levy decisions and how they will affect property taxes. Local TNT hearings are held beginning in late November to provide taxpayers an opportunity to ask questions and voice concerns before final budgets and levies are approved ("certified").​
