    M.S. 270.41 specifies the make-up of the Minnesota State Board of Assessors members as follows:

    The board is made up of nine members, appointed by the commissioner of revenue to four year terms.  The members include:
    (1) two from the Department of Revenue;

    (2) two county assessors;

    (3) two assessors who are not county assessors, one of whom shall be a township assessor;

    (4) one from the private appraisal field holding a professional appraisal designation; and

    (5) two public members as defined by section 214.02.
