  The department refers the debtor back to the referring agency. The agency is then required to notify the department if the debtor has a valid dispute.​

  The department will file Revenue Recapture claims on all debts referred for collections. To avoid duplication, agencies must remove the Revenue Recapture filed on a debt being referred to the department.
